XIV. Acceptance of cargo for transportation

Cargo, approved in terms of quality, properties, volume, weight, and packaging for air transportation in accordance with the international treaties of the Russian Federation, these Regulations, and other regulatory acts of the Russian Federation, as well as laws of the country of destination, origin, or transit, may be accepted for transportation.
Transportation of regulated products (plants, plant products, containers, packaging, soil or other organisms, objects, or materials that may carry harmful organisms or contribute to the spread of harmful organisms) is carried out in accordance with international treaties of the Russian Federation on plant quarantine, laws of the Russian Federation on plant quarantine, and plant quarantine laws of the country of destination, origin, or transit.

Cargo may be accepted for transportation if the following conditions are met:
- cargo dimensions must ensure its unobstructed loading (unloading) into the aircraft, placement in the cargo hold and securing, including with the use of unit load devices;
- weight, dimensions, or volume of the cargo must not exceed the standards established for a particular aircraft type, including when secured using unit load devices;
- cargo must have proper packaging, providing the possibility of securing it on board the aircraft and ensuring its integrity during transport, handling, transshipment, carriage, and storage;
- each unit of cargo must have shipping and transport labeling, and cargo requiring special conditions of transportation must have special labeling;
- during transportation cargo must not cause any threats to the passengers, crew members of the aircraft it is transported by, as well as simultaneously transported baggage or cargo;;
- shipper must submit all documents required by the laws of the Russian Federation, country of destination, origin, or transit, international treaties, including the Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284 AN/905 ICAO), and the carrier's rules;
- import, export, transit, or transfer of cargo must be allowed by the laws and regulations of the country of destination, origin, or transit.

Failure to comply with any of these conditions entitles the carrier or its authorized agent to refuse to accept the cargo for carriage.
Dimensions of the cargo unit are limited by the dimensions of the aircraft's loading hatches and cargo holds.
Weight of the cargo carried by the aircraft is limited by the aircraft's payload.

Acceptance of cargo for transportation is evidenced by the air waybill.

Acceptance of cargo for transportation is carried out by the carrier or its authorized agent and includes the following activities:
- weighing and measuring of cargo;
- checking the actual properties of the cargo against the details given in the shipper's request, and in the cases established by the laws of the Russian Federation, in the documents attached to dangerous goods;
- execution of cargo acceptance documents and billing of the shipping costs to the shipper;
- execution of the air waybill.

When accepting cargo for transportation, the carrier or its authorized agent are required to weigh the cargo in the presence of the shipper and indicate actual weight in the air waybill. If weighing of the cargo has indicated a difference compared to the cargo weight declared by the shipper, the weight established by the carrier or its authorized agent by weighing is adopted as the correct weight of the cargo.

Acceptance of oversized cargo for transportation may rely on the weight of the cargo indicated in the documentation submitted by the shipper, which shall be stated in the air waybill. Shipper is responsible for providing true information about the weight of the oversized cargo.

Packaging and its contents prepared for carriage (the cargo unit) are labeled as a whole in accordance with para. 177 of these Regulations.

Consignment consisting of multiple cargo units can be weighed in whole or in parts. Determination of the total weight of the consignment on the basis of a sample of individual cargo units is not allowed.

Shipper may declare the value of the consignment. This is subject to a surcharge established by the carrier.
Rules governing transportation of cargo with a declared value are set by the carrier.

Shipper is responsible for providing accurate and adequate information about the cargo, as required by international treaties of the Russian Federation, these Regulations, other regulatory acts of the Russian Federation and the laws of the country of destination, origin, or transit.

Carrier or its authorized agent upon acceptance of the cargo for transportation assigns commercial payload enplaned to a flight.

Cargo must be delivered to the airport of departure, taking into account the time required for its processing, as well as preflight inspections and the border, customs, sanitary and quarantine, veterinary, phytosanitary quarantine control requirements established by the laws of the Russian Federation and the country of destination, origin, or transit.

Cargo acceptance from the shipper is timed based on the aforementioned time requirements.

Cargo handling is carried out by the carrier or a third-party handling agent.
