XV. Packaging, packing and marking of cargo

  1. Transport containers and labeling Cargo must be packed in containers or materials protecting the cargo from damage, deterioration and loss, maintaining integrity of the cargo, protecting the environment from pollution, and simplifying cargo handling (hereinafter the packaging), taking into account the specific properties of the cargo, such as to ensure its safety during transportation, transshipment, handling, carriage, and storage, as well as preventing unauthorized access to the contents and the possibility of injury to the passengers, crew members, third parties, aircraft, other cargo, baggage, or carrier's property.

  2. Cargo packaging must ensure reliable fastening on board the aircraft.

  3. Cargo packaging must have clean surfaces, no pointed corners or protrusions that could lead to damage or contamination of the aircraft and its equipment and other cargo and baggage carried by the same aircraft.

  4. Heavy and/or oversized cargo may be carried without packaging subject to consent from the carrier or its authorized agent, if allowed by its transportation specifications.

  5. Each unit of cargo must have shipping and transport labeling, and cargo requiring special conditions of transportation must have special labeling. Carrier shall indicate in the transport labeling the airport (point) of departure, airport (point) of destination, number of cargo units in the consignment, serial number of the cargo unit, weight of the cargo unit, air waybill number.

    Shipper indicates reliable and sufficient details of the address and name of the shipper and consignee, weight of the cargo unit, number of cargo units in the consignment, serial number of the cargo unit in the shipping labeling, as well as details of the nature of the cargo requiring special conditions of transportation in the special labeling. Shipping labeling shall contain signs indicating the required cargo handling type.

  6. Packaging of the cargo units with declared value must be sealed by the shipper. Standard seals with a readable alphanumeric code should be used.

  7. Carrier or handling agent has the right to open cargo packaging in the presence and in the absence of the shipper or consignee to ensure cargo safety or document the discovered fault in the following circumstances:

    • shipper's packaging or seals are broken;
    • need to establish the nature and condition of undocumented cargo;
    • justified request by the aviation security;
    • request by the authorized government agencies.

    Cargo is opened by a commission set up by the carrier or its handling agentAfter opening, the cargo must be re-packaged and sealed by the carrier or its handling agent. Opening shall be documented with a report stating the actual weight of the damaged unit of cargo, number of units of cargo in the consignment, contents and condition of the shipment and damaged units of cargo. Report is signed by the carrier.
